In an interview with  Accra-based Joy FM on Thursday, March 20 2025, Mr Gyamfi revealed that the Finance Ministry has committed to providing approximately GH₵4 billion weekly to purchase three tonnes of gold from small-scale miners.

“If we are able to buy these three tonnes, it means that every week, the Gold Board will be able to bring into the country a minimum of $250 million. Imagine what that would do for our economy,” he said.

The initiative is part of government efforts to stabilise the national currency and boost foreign exchange reserves.

 

According to Mr Gyamfi, the Gold Board will ensure that 100% of foreign exchange earnings from gold exports return to Ghana within three to four days, rather than the current 30-day window, which many traders fail to honour.

He described the existing system as chaotic, with multiple agencies, including the Bank of Ghana, the Minerals Income Investment Fund (MIIF), and private exporters mostly foreign-owned competing in the market.

“What we have currently is a chaotic system, and that is what fuels the smuggling,” he said, adding that Ghana exported $11.5 billion worth of gold in 2024, but a significant portion of the foreign exchange earnings never returned to the country.

Under the new system, the Gold Board will be the sole exporter of gold from small-scale mining operations. Licensed Ghanaian agents will buy directly from miners using funds advanced by the Gold Board.

“No foreigner and I repeat, no foreigner, whether Indian or Chinese will, after the Gold Board begins operations, have the right to buy gold from a miner,” Mr Gyamfi declared.

He added that the 61 current export licence holders, most of whom are foreign nationals, would no longer be permitted to export directly.

He also disclosed that the Gold Board would push for value addition to Ghana’s gold exports, which are currently shipped primarily as dore bars without refinement.

“It is sad that as a country that was once known as the Gold Coast and is currently the leading gold exporter in Africa, we can’t sell gold from small-scale mining to the LBMA (London Bullion Market Association). We only sell to India and Dubai at discounts,” he said.

The Gold Board Bill, currently before Parliament, will establish a regulatory structure with stricter enforcement powers, including inspectors with the authority to seize smuggled gold and conduct searches.

Meanwhile, the government has already scrapped the 1.5% withholding tax on gold exports, a move President Mahama’s administration believes will make the new system more competitive against smugglers.

Industry analysts believe the Gold Board could reshape Ghana’s gold trade and strengthen the cedi while reducing reliance on foreign imports.

The Ghana Gold Board would function as a specialised agency responsible for managing and marketing gold resources from the small-scale mining sector.

According to Dr. Forson, the establishment of the committee underscores the pressing need to formalise and regulate the small-scale gold mining sector to maximise the country’s economic gains.

He said this during a meeting with the Management Precious Minerals Marketing Company (PMMC) at the Ministry of Finance on 27th January 2025.

The GoldBod, championed by His Excellency President John Dramani Mahama, aims to revitalise the economy by addressing the challenges of gold smuggling, fragmented gold purchasing systems, and limited foreign exchange accumulation.

Unlike the current system, the GoldBod will act as the sole buyer of gold from licensed aggregators and traders, ensuring traceability and compliance with international standards.

Additionally, the agency will promote value addition across the gold value chain, from extraction and refining to marketing on both local and international platforms.

Dr. Forson expressed concern over the chaos in the current gold purchasing sector, which includes multiple stakeholders such as the Precious Minerals Marketing Company (PMMC), the Bank of Ghana, and private aggregators.

The Technical Committee tasked with drafting the Bill comprises seasoned experts from various institutions, including the PMMC, Minerals Commission, Bank of Ghana, and the Ministry of Finance.

Legal practitioners, financial analysts, and industry leaders have been brought together to ensure a comprehensive and robust legal framework.

The committee will also amend relevant laws to streamline gold exports and create a conducive environment for the GoldBod’s operations.

Dr. Forson urged the members to work diligently and adhere to the timelines set for the completion of their mandate.

With the establishment of the Ghana Gold Board, Ghana stands to benefit significantly from its gold resources, particularly by stabilising the national currency and increasing foreign exchange reserves.

Dr. Forson called on all stakeholders in the mining sector to support this transformative initiative, which represents a critical step towards harnessing the full economic potential of Ghana’s gold.

The government has committed to providing the necessary funding to purchase all gold from the small-scale sector, ensuring a stable and transparent system that will drive national development.

Under Agenda 111, the President noted that his government was constructing 16 district hospitals in Trede, Kokoben, Boamang, Nsuta Sekyere, Manso Adubia, Mankranso, Kwabenakwa, Barekese, Kodie, Asiwa, Akrofuom, Adugyama, Adansi Asokwa, Asokore Mampong, Bantama and Nyinahin, in addition to the construction of a psychiatric hospital in Onwe, in the Ejisu Municipality.

“There are five hospitals being constructed by VAMED Engineering in MansoNkwanta, Twedie, Sabronum, Drobonso and Suame.

He said under the EUROGET Project, initiated under President Kufuor, the Akufo-Addo Government had completed the AhafoAno North District Hospital in Tepa, and the Asante Akyem Hospital in Konongo.

“As I indicated earlier, the 250-bed Ashanti Regional Hospital in Sewua, and the 500 bed Military Hospital at Afari would be commissioned and completed next year,” he said.

The President cited the resumption of work on the Komfo Anokye Teaching Hospital Maternity and Children’s Block, which had stalled for 41 years, and completion of two district hospital projects in Fomena and Kumawu which were started by the previous government as a show of its commitment to health.

He announced that work would soon commence on the construction of district hospitals at Offinso and Effiduase, and residential facilities at Abrepo for Kumasi South Hospital while Maternity Blocks at Tafo and Kumasi South Hospitals would be completed.

Commissioning the Asante Akim Hospital in Konongo, which is part of the “Ghana Hospital Project”, initiated by the Kufuor Government in 2008, and executed by EUROGET De-Invest S.A of Egypt, President Akufo-Addo indicated that it was the sixth Hospital he had commissioned under the project.

“This hospital has been long awaited in Konongo, and it is good that, today, the demand for a Municipal Hospital of quality has been realised. Residents and surrounding health facilities will now gain access to improved healthcare,” he said.

The “Ghana Hospital Project” involves the design, construction and equipping of one military hospital, two regional hospitals, and six district hospitals in Ghana, at a project cost of $339 million.

It falls under the broader objective of providing infrastructure for the delivery of effective healthcare to Ghanaians.

Other hospitals being constructed under this contract are 250-bed Ashanti Regional Hospital at Sewua in the Bosomtwe District; the 60-bed Municipal Hospital at Salaga in the East Gonja Municipality; and the five hundred (500)-bed Military Hospital, under the Ministry of Defence at Afari, again, here in Ashanti. They are all expected to be commissioned before the end of 2023.

The Konongo Hospital has been constructed at a cost of $35.86 million, and has been designed with several departments including administration; outpatient department (OPD); physiotherapy; pharmacy; radiology; laboratory; surgical suite (operation dep.); laundry; mortuary; medical waste department; general stores; ten (10) staff housing units; and a mini market.

The hospital has been equipped with modern medical equipment, such as x-ray machines, ultrasound machines, fully equipped operating theatre, medical gases, and patient monitors.

It also has a medical waste treatment plant, a power station, a water treatment plant, a central air conditioning system and an anaerobic sewage treatment plant.

What inspired Gold Coast Refinery to join RJC?
We are very proud of our certification. Gold Coast Refinery (GCR) believes that a successful refining business must be conducted in an environmentally and socially responsible manner, not just in an economically viable way. As well as demonstrating commitment to the protection of human rights, labour rights, the prevention of environmental pollution, traceability and transparency.

As the first certified gold refinery in Ghana, what were the biggest challenges and opportunities you faced in achieving certification?
Achieving RJC Code of Practices certification is a continuous improvement process, that requires time and investment. All the members of the CGR team have worked tirelessly to prepare for the rigorous third-party audit. We have learnt a lot about our own operations, improved some of our processes and developed and implemented new ones. We have also had strong engagement with our business partners and stakeholders.

How do you see the future of sustainability within the precious metals industry in Ghana?
Ghana is a country known for its gold, timber and cocoa production. It is the number 1 gold producer in Africa, and number 6 worldwide. The challenges have always been adding value to the raw materials prior to exporting, curbing smuggling out of the country.. The gold is largely produced by Artisanal Small -scale Miners, who often use mercury which is highly detrimental to their health and the environment.

Regardless, we believe Ghana has an enormous potential and the ability to meet its ambitious domestic gold purchase programme and the development of responsible supply chains of gold from artisanal and small scale mines. GCR’s vision is to contribute positively to the country’s programmes by adding value to precious metals.

What do the next 3 years look like for Gold Coast Refinery?
Looking ahead, we envisage an expansion of the responsible sourcing program and sustainable business practices including environmental, social and governance components across our precious metal value chain in Africa.

We will accelerate our engagement upstream with artisanal and small scale miners we source from to develop a robust, responsible and traceable supply chain that has a positive impact on the mining communities.

We are planning the introduction of decarbonisation technology to reduce the carbon footprint in small scale mining in line with international standards.

GCR is exploring the increase of its line of product to the addition of minting of medallions and Jewelry production, one of such examples was the production of Commemorative Coins of the King of Ashanti Region, HRM Otumfuo Osei Tutu II, the Asantehene the /the Ashanti region in South Ghana is known as the “Kingdom of gold”.

We also intend to partner with key stakeholders in Ghana such as the School of Mines to provide practical training for students, and the chamber of mines to ensure the enhancement of standards across the country.

Poor access road and the lack of utility services could delay the inauguration of the 250-bed Ashanti Regional Hospital sited at Sawua in the Bosomtwe District, engineers working on the project have warned.
The absence of power and water from non-backup sources and telephone infrastructure, in addition to the bumpy and dusty access road, which currently does not have the complementary drainage system, appear to detract from the decent physical infrastructure and the careful layout of the facility.

Otherwise, the main physical infrastructure and the installation of equipment are almost done.
The project is said to be about 98 per cent complete and tentatively scheduled to be handed over by November this year, but currently runs on what were intended to be backup power plant and water system.
The engineers said the undone 1.2-kilometre access road and the complementary drainage system were also delaying the completion of a final component of the sewerage treatment system.

The Site Engineer, Mr Amer Farouk Mahmaoud Amer, made the disclosure when he joined the Chairman of Euroget De-Invest, Dr Said Deraz, to usher President Nana Addo Dankwa Akufo-Addo around the facility yesterday as part of his tour of the region.

Euroget De-Invest, an Egyptian investment company, is constructing the hospital and eight others for government across the country.

Mr Farouk said even if the project was handed over today, accessing the facility would be difficult.
The President is on a four-day tour of the region, and yesterday’s visit of the hospital site was part of the inspection of a number of projects, including the Bosomtwe and Ohwiamase-Twedie roads.
The facility has 43 medical and non-medical buildings, a 60-kilometre internal road network, 10 theatres, dental, orthopaedic, urology and andrology specialist clinics, and a 36-body capacity mortuary.
It also has a 20-unit staff accommodation, a 150-car park, an ambulance station, and housing for lactating mothers, with the infrastructure sited on a 12,500 square-metre area.
It is equipped with sophisticated machines that will enable it to also serve as a referral centre, with the laboratories, pharmacies and other complementary services making it a complete healthcare service destination.
